DMV ELT-1 Form for an Electronic Lien & Title DMV ID Number
This ELT-1 DMV form must be completed by the lienholder after registering for South Carolina Electronic Lien and Title service. It allows the lienholder (car dealer, bank, credit union, finance company) to obtain what's known as an ELT DMV ID Number. Once the form is submitted you can expect to be able to manage your South Carolina electronic liens within several days. Easy instructions are included in the file.

The South Carolina DMV Form 400 is commonly used by dealers when selling a vehicle and placing a lien in their business name or another finance company's name. We encourage you to read the form completely for instructions, but generally the dealer registers the title in the name of the customer and uses Section F to add the lienholder's information, including the required DMV ID Number (if you're a lienholder and don't have an ELT DMV ID Number, register for South Carolina ELT service and then complete DMV Form 400).
